Qiao Xiaoyang, the former chairman of the Hong Kong SAR Basic Law Committee of the 11th National People's Congress is going to visit Hong Kong this Thursday and Friday as invited by the HKSAR government.
Joshua Law Chi-kong, Secretary for the Civil Service, said Qiao is going to attend a forum to explain the Chinese Constitution to civil servants in Hong Kong, while that forum is not organized by the Civil Service Bureau.
Being asked about whether there are any special meanings for the HKSAR Government to invite Qiao to Hong Kong, Law emphasized that it is common for officials and scholars from China to visit Hong Kong. These visits can foster the communication between Chinese officials and high-ranking civil servants as well as Executive Council members in Hong Kong.
