I'm from Taiwan and this is true, only the top prize is around US$330000 and there are thousand more prizes between $7 ~ $6650. This kind of receipt-lottery is as well considered more honest than many other lotteries, encouraged many customers to ask for receipt after purchases.
Not just that, but a bunch of people win smaller scale prizes like $5, $10, $50, etc. Almost every month I get 5 or 10, and it's basically a free dinner or some beers!
We had this in Puerto Rico for a while but it did more harm than good. Businesses kept dodging paying the tax and government was shady on how and who won the prizes.
An alien beamed down to London or New York might think that we are in the midst of some sort of a catastrophe...
